Smart City 2.0 Solution to Address Future City Construction

ZTE Corporation (0763.HK / 000063.SZ), a major international provider of telecommunications, enterprise and consumer technology solutions for the Mobile Internet, hosted its 11th global analyst conference in Shanghai, sharing its perspective on future industry trends with guests, media, and analysts at home and abroad. The company, based on its market performance in 2015, also released future-oriented development objectives and plans under its new M-ICT strategy. 

ZTE's rapidly growing enterprise business was a main focus at the event, with the Smart City solutions attracting significant attention. Since the CeBIT event, which took place in Germany in March, ZTE has gradually launched its concept of Smart City 2.0. 

As a global leading comprehensive communication and information solution provider, ZTE can gain access to the latest Smart City information and integrate Chinese and Western ideas to establish people-oriented objectives for Smart City construction. 

Mr. Pang Shengqing, senior vice president of ZTE and head of the Enterprise Business division, said, “The people-oriented strategy means that we can no longer only rely on technical expertise, but must better understand customers to find out which local industries are in urgent need of improvement, and then bring value and new experiences to customers through the use of new technologies.” 

ZTE has attached great importance to top-level design and planning, made efforts to understand the specific requirements of local governments and citizens, and focused on local economic development and industrial upgrade, achieving a high level of approval with local governments. 

During the specific construction process, ZTE has prioritised cooperation with different departments based on specific occupation applications, solving the problem of “information islands” and successfully implementing the Smart City project to benefit citizens. 

Smart City 1.0 is a single-module construction project in which the information island problem is universal, with information resources are not shared between different modules, such as transportation, education, and government affairs. However, Smart City 2.0 is a multi-module construction project, in which a city operation platform is set up to centralise and share all information resources, ensuring that information is shared across industries. 

The Yinchuan project of ZTE, a Smart City 2.0 deployment, covers 10 systems and 13 modules including 4G urban networks, safe city, and smart transportation, and achieves full data coverage and inter-department data sharing. The Yinchuan smart government affairs system enables one-stop approval of 432 business processes of government departments, shortening the approval period by 78 percent and reducing the enterprise registration period from five days to one day. This system was acknowledged and recommended by Premier Li Keqiang, and Miao Wei, director of the Ministry of Industry and Information Technology. 

ZTE's Smart City 2.0 solution also takes advantage of the PPP Mode recommended by the State Council and the Ministry of Finance, in which the government provides guiding funds and support policies, and enterprises cooperate with operators and social resources. The three parties jointly construct and operate smart cities, solving many difficulties such as insufficient construction funds and low operation efficiency. 

ZTE has led Smart City construction in over 140 cities of 40 countries and is not only a leader in the establishment of Smart City standards and construction of smart cities at home, but also an important participant and promoter in global Smart City construction. At the 2015 TeleManagement Forum in France on June 1, 2015, ZTE's industry-leading Smart Yinchuan solution won the CEO Special Award. 

ZTE is fully confident in the development of its Smart City business inside China in the next three to five years. 

ZTE has also forged strategic partnerships with China Railway Corporation to provide complete information solutions for railways, airports, and ports. ZTE has also cooperated with the Xinjiang Yining government on key sites along the Silk Road, to build an information service platform that covers eight modules including cross-border e-business and cross-border logistics.
