Saudi Arabia plans to issue a new national carrier license in Dammam in 2025, as part of the key objectives for the infrastructure and transportation sector announced in the Kingdom's 2025 budget.

The Kingdom also plans to launch Riyadh Air, the newest Saudi airline, which is fully owned by the Public Investment Fund (PIF).

Additionally, the objectives include the opening of several new passenger terminals at international airports across the Kingdom.

For 2025, the targets also include the operation of a public transport network consisting of 282 buses across 51 routes and 768 stops in Jeddah, Tabuk, Al-Ahsa, and Abha.
