MOMAH updates controls for sidewalk occupancy permits

The Ministry of Municipalities and Housing (MOMAH) issued the updated requirements for obtaining a sidewalk occupancy permit, aimed at improving the quality of the urban landscape and regulating the use of sidewalks.

The new regulations include site, technical, and operational requirements, which apply to additional spaces covered by municipal licenses and used for occupying sidewalks in front of commercial establishments, the ministry said in a statement.

According to the ministry, the site controls include prohibiting encroachment on pedestrian walkways or street fixtures, banning the use of sidewalks adjacent to residential areas, and adherence to the dimensions and setbacks specified in the guideline.

Meanwhile, the technical requirements include: A barrier must separate the shop from the pedestrian walkway; barriers must be fire-resistant, movable, and free of sharp edges; foldable umbrellas may be installed but not fixed through drilling; ventilation and cooling equipment must be within the authorized area; and lighting should be non-disruptive and must not obstruct visibility.

The operational requirements include: Obtaining a permit before any occupation; submitting an occupancy plan detailing the layout, activity type, furniture, and working hours; storing items outside the designated area is prohibited; activities must cease once the permit expires; maintaining general cleanliness and avoiding exposed electrical connections; installing surveillance cameras in compliance with regulations.

The ministry added that the purpose of these municipal mandates is to reduce visual clutter, organize the use of additional outdoor spaces, and ensure smooth pedestrian movement.
