GACA seeks public opinion on draft economic regulation of airports

Saudi Arabia’s General Authority of Civil Aviation (GACA) submitted the draft economic regulation of airports on the public consultation platform “Istitlaa”, seeking opinions between June 22 and July 20, 2023.

 

The regulation aims to enhance competitiveness, enable efficiency, support the rapid growth of the sector, improve passenger experience, and ensure transparency and fairness.

 

The regulation stipulates that the government of the Kingdom or any entity it owns retains ownership of fixed assets such as the land on which all airports in the Kingdom and others are located. It also indicated that the management of these assets may be granted to private entities through lease contracts, franchises or public-private partnerships.

 

The new regulation included the authority's regulation of the fees for non-navigational services, in addition to fees for navigational services specified in the regulation.

 

Meanwhile, GACA clarified that the airport operator must include updated and detailed information in the project investment file according to each stage of the consultation.
