The Saudi market’s opening to all categories of foreign investors is a key step in a series of phased regulatory measures, said Mohammed El-Kuwaiz, Chairman of the Capital Market Authority (CMA).
Commenting on the CMA’s announcement, he noted that the move struck a balance between market openness and investor protection, enhancing market efficiency and supporting its position among global markets.
The CMA announced, on Jan. 7, the opening of the capital markets to all categories of foreign investors, effective Feb. 1, 2026.
